Climb the stairs until you arrive at an open door, in which a zombie-like citizen called a Viewer will crash through the ceiling before running headfirst into a television in the next room. Just keep on walking through the streets until you reach what sounds like a loudspeaker in an apartment building. Walk out of the elevator and then right out of reception.
